Pak-Arab Pipeline Company Limited (PAPCO) – is an excellent example of Public-Private partnership – a joint venture between PARCO (62%), Shell (26%), and Pakistan State Oil (12%). PAPCO commissioned the White Oil Pipeline (WOP) in 2005, comprising of a 786 km long cross-country pipeline of 26” diameter, along with storage tanks, pumps and other allied facilities. WOP can transport 12mtpa of Diesel and Petrol from Karachi ports to major consumption centers in up-country areas.
